The new vehicle inspection rules discussed at a meeting in Saint Petersburg

Representatives of the authorities, insurers, researchers and inspection operators met to discuss Federal Law 122-FZ.

On 30 July 2019 the Transport Union of the North-West, together with the Russian Association of Motor Insurers, the partnership Technical Control and Diagnostics, the Saint Petersburg State University of Architecture and Civil Engineering and vehicle inspection operators of Saint Petersburg and the Leningrad Region, held a meeting on vehicle inspection in connection with Federal Law No. 122-FZ of 6 June 2019.

Those taking part included Evgeny Kazantsev, vice-president of the Transport Union of Russia; Aleksandr Dovgalyuk, vice-president of the Transport Union of the North-West; Sergey Efremov, deputy executive director of the Russian Association of Motor Insurers; Pavel Kravchenko, research director of the Road Safety Institute and professor at the department of ground transport and technological machinery; Marina Glazneva, director of Technical Control and Diagnostics; and representatives of the traffic police directorate, the Test-St Petersburg centre, the federal transport supervision service and the heads of inspection companies.

The subject of discussion was the new federal law and the changes it brings. Inspection operators will be required to send to the single automated inspection information system a photograph of the vehicle that underwent diagnostic testing, with the coordinates of its location and the date and time when testing began and ended. Diagnostic cards will be issued electronically. Only organisations accredited by the Russian Association of Motor Insurers, with a production and technical base meeting the requirements set by the Ministry of Industry and Trade, will be entitled to carry out inspections. State oversight is assigned to the Ministry of Internal Affairs.
