The transition to the new vehicle inspection rules to be discussed on 30 July 2019

The Union and its partners convene a meeting on the new rules introduced by Federal Law 122-FZ.

On 30 July 2019 the Transport Union of the North-West, together with the Russian Association of Motor Insurers, the partnership Technical Control and Diagnostics, the Saint Petersburg State University of Architecture and Civil Engineering and vehicle inspection operators of Saint Petersburg and the Leningrad Region, is holding a meeting on vehicle inspection in connection with Federal Law No. 122-FZ of 6 June 2019 amending the federal law on the technical inspection of vehicles and certain other legislative acts.

The law takes effect on 8 July 2020 and brings a number of changes. Inspection operators will be required to send to the single automated inspection information system a photograph of the vehicle that underwent diagnostic testing, with the coordinates of its location and the date and time when testing began and ended. Diagnostic cards will be issued electronically. Only organisations accredited by the Russian Association of Motor Insurers, with a production and technical base meeting the requirements set by the Ministry of Industry and Trade, will be entitled to carry out inspections. State oversight of the organisation and conduct of vehicle inspection is assigned to the Ministry of Internal Affairs.

The mechanics of the transition will be discussed by participants including representatives of the executive and legislative authorities of Saint Petersburg, the Bank of Russia, the Federal Antimonopoly Service, the Ministry of Economic Development, the traffic police directorate, the Test-St Petersburg centre, the federal transport supervision service and other organisations.
