At the meeting held on 30 July 2019 the participants unanimously decided to support the amendments introduced by Federal Law No. 122-FZ of 6 July 2019. At the same time they set out the steps that need to be taken during the transition period before the law comes into force on 8 July 2020.
The meeting took place on 30 July 2019 at 12:00 at the Saint Petersburg State University of Architecture and Civil Engineering, Serpukhovskaya Street 10.
Those taking part included representatives of the executive authorities of Saint Petersburg, the traffic police directorate for Saint Petersburg and the Leningrad Region, the Russian Association of Motor Insurers, the Transport Union of Russia, the Transport Union of the North-West, the partnership Technical Control and Diagnostics, the Road Safety Institute of the Saint Petersburg State University of Architecture and Civil Engineering, the federal transport supervision service, the Test-St Petersburg centre, several committees of the city government — on legality, law and order and security; on transport; on tariffs — as well as vehicle inspection operators and other interested parties.
The following decisions were taken:
- To approach the Government of Russia, the relevant ministries and agencies and the Ministry of Internal Affairs, responsible for drafting the regulations implementing the law, with a request to create working groups to prepare for its entry into force and to include in them representatives of the professional associations of bona fide inspection operators.
- To approach the Government of Russia, the Chamber of Commerce and Industry and the Ministry of Economic Development with a request to establish a lenient re-accreditation procedure for inspection operators already accredited when the law takes effect, so as to protect businesses in the sector and to keep inspection points accessible to the public.
- To approach the Government of Russia, the Ministry of Economic Development, the Federal Antimonopoly Service and the tariff committee of Saint Petersburg on revising the method for calculating the maximum charge for a vehicle inspection.
- To create a working group of professional bodies and organisations in Saint Petersburg together with the city’s executive authorities, in order to organise and carry out vehicle inspection under the new law, taking account of the road safety strategy and of the demand for and capacity of the regional inspection system.
- To consider creating a working group on the organisation of vehicle inspection under the road safety commission chaired by the Governor of Saint Petersburg.
- To step up information and outreach work among participants in the vehicle inspection system, involving the Road Safety Institute, the transport cluster through the Transport Union of Russia, and the media, including the journal Roads and Transport and online resources.
- To intensify work on bringing inspection operators into the partnership Technical Control and Diagnostics, the professional association created to defend their interests at various levels of government, to provide them with methodological, technical and legal support, and to organise self-regulation in the sector.
- For the partnership Technical Control and Diagnostics to obtain data from inspection operators and submit it to the tariff committee of Saint Petersburg for consideration of an increase in the cost of inspection in the city.
- To instruct the organisers of the meeting to bring this decision to the attention of all participants and interested parties.
